Competitive Exam Details

The Uttar Pradesh Subordinate Services Selection Commission Village Development Officer (UPSSSC VDO / Gram Vikas Adhikari) examination is one of the most culturally significant and heavily sought-after government recruitments in the state. The VDO serves as the chief administrative and executive officer at the Gram Panchayat (village council) level. They are responsible for implementing state and central rural development schemes (like MGNREGA, PM Awas Yojana), resolving localized agricultural and land disputes, overseeing village sanitation, and managing the panchayat's financial funds. Due to the immense grassroots authority, deep social respect, and home-district posting preferences associated with the role, the VDO exam witnesses massive participation from 12th-pass candidates across UP.

To apply for the VDO Mains examination, candidates must possess a valid UPSSSC Preliminary Eligibility Test (PET) scorecard from the relevant year, alongside a mandatory CCC (Course on Computer Concepts) certificate from NIELIT. The VDO written exam is traditionally an offline, OMR-based test containing 150 objective questions worth 300 marks, to be completed in 120 minutes. The syllabus is uniquely structured into three sections of 50 questions each: Hindi Knowledge and Writing, General Intelligence (Reasoning), and General Knowledge. Notably, there is no Mathematics section in this exam, making it a golden opportunity for candidates who struggle with arithmetic.

However, the defining and most terrifying characteristic of the UPSSSC VDO exam is its brutally harsh negative marking. For every incorrect answer, 50% of the mark (1/2) is deducted. This means two wrong answers will completely wipe out the score of one correct answer. This extreme penalty entirely eliminates guesswork. Following the abolition of interviews for Group C posts, the final merit list is determined 100% by the marks secured in this 300-mark written examination, followed by a simple document verification process.

Q1: Is the CCC (Course on Computer Concepts) certificate strictly mandatory for VDO?
A1: Yes, absolutely. Candidates must possess the CCC certificate issued by NIELIT (formerly DOEACC) or an equivalent computer qualification recognized by the UP Government on or before the last date of application submission. Without it, you will be disqualified during Document Verificatio
Q2: Do I need to appear for the UPSSSC PET to take the VDO exam?
A2: Yes. The VDO exam is a "Mains" examination. You cannot apply directly. You must have a valid UPSSSC PET scorecard, and you must clear the specific high-percentile cut-off declared by the commission to be shortlisted for the VDO written exam.
Q3: Is there any typing test or physical running requirement for Gram Vikas Adhikari?
A3: No. Unlike junior assistant or police roles, the VDO post does not require any computer typing skill test, nor does it have any physical endurance tests (PET) like running or height measurements. Selection is based purely on the written exam.
Q4: Is Mathematics a part of the UPSSSC VDO syllabus?
A4: No. This is one of the very few major government exams that completely excludes Quantitative Aptitude/Mathematics from its syllabus, focusing entirely on Hindi, Reasoning, and General Knowledge.
