Competitive Exam Details

The UPSSSC Rajyasva Lekhpal (Revenue Officer) examination is one of the most culturally significant and highly desired state-level government jobs in Uttar Pradesh. Functioning under the Board of Revenue, Uttar Pradesh, a Lekhpal acts as the crucial grassroots administrative link between the rural populace and the state government. Their responsibilities are immense and deeply respected at the village level: maintaining village land records (Khasra and Khatauni), conducting agricultural and crop surveys, reporting natural disasters, assisting in revenue collection, and verifying eligibility for various state and central government rural schemes. Because this role carries substantial local authority, immense job security, and home-district posting opportunities, the competition is extraordinarily intense.

It is absolutely vital for candidates to understand that this is a "Mains" examination. Only candidates who have successfully appeared for the UPSSSC Preliminary Eligibility Test (PET) and secured a high percentile are shortlisted and permitted to fill out the Lekhpal mains application form. The Lekhpal exam is traditionally an offline, OMR-based test comprising 100 objective-type questions to be solved in 120 minutes. The paper is symmetrically divided into four sections of 25 questions each: General Hindi, Mathematics, General Knowledge, and uniquely, "Gram Samaj aur Vikas" (Rural Development and Rural Society).

This fourth section—Rural Development—is the ultimate rank-decider. It tests deep knowledge of UP’s agricultural infrastructure, land measurement metrics (Bigha, Biswa), central and state rural welfare schemes, and panchayati raj administration. Each correct answer awards 1 mark, with a negative marking of 0.25 (1/4th) for every incorrect answer. Following the abolition of interviews for Group C posts in UP, the final merit list and district allocation are determined 100% by the marks secured in this 100-mark written examination. For 12th-pass candidates holding a stellar PET score, becoming a Lekhpal offers a lifetime of administrative stability, deep social respect, and a structured promotion path up to Kanungo (Revenue Inspector) and eventually Naib Tehsildar.

Q1: Do I need a CCC (Course on Computer Concepts) certificate to apply for UP Lekhpal?
A1: In the most recent recruitment cycles, the UP Government explicitly removed the mandatory requirement of the CCC certificate for the Rajyasva (Revenue) Lekhpal post. However, candidates must keep an eye on the official notification, as Chakbandi (Consolidation) Lekhpal posts sometimes differ in requirements.
Q2: Is the UPSSSC PET scorecard strictly mandatory?
A2: Yes, absolutely. You cannot apply for the UP Lekhpal exam directly. You must have a valid UPSSSC PET scorecard from the designated year, and you must clear the specific PET cut-off declared by the commission for the Lekhpal Mains.
Q3: What is the educational qualification required?
A3: Candidates must have passed the Intermediate (10+2) examination from the UP Board or any other equivalent recognized board.
Q4: Is there a physical running or height test for Lekhpal like there is for Police exams?
A4: No. The Rajyasva Lekhpal is a purely civil administrative desk and field-survey job. There are no strict physical endurance tests (PET) or height/chest measurements required for this post.
